Dr Julia Carver

Dr. Julia Carver is an Assistant Professor in ISGA’s Cybersecurity Governance Research Group. Previously, she was a Postdoctoral Researcher with the Hague Programme on International Cyber Security. She earned her DPhil in International Relations at the University of Oxford (Nuffield College) as the recipient of an ESRC/UKRI studentship. Prior to the DPhil, she completed an MPhil in Politics (European Governance) at Oxford with Distinction, and a Bachelor of Arts (Honours) at Queen's University in Canada, specialising in Politics and Modern European Languages. Prior to joining Leiden, Julia was a 2024–2025 European Cyber Security Fellow at Virtual Routes, a Research Associate at Oxford’s Department of Computer Science, and a Research Fellow at Oxford’s Changing Character of War Centre. At Oxford, she also served as a Lecturer in Politics at Magdalen College, where she taught undergraduate politics for three years. In 2021, she founded the Cyber Strategy and Information Operations research group (now the Oxford Technology & Security Nexus), affiliated with Oxford’s Changing Character of War Centre and Nuffield College. Julia has collaborated with national governments on cybersecurity, defence, and strategic policy, including governance responses to large-scale ransomware attacks and net assessment.
